Key provisions: The bill would add language to Kentucky's general principles of justification law:
In certain circumstances, a person is presumed to be in reasonable fear of death or harm when using defensive force intended or likely to cause death or great injury, and is immune from criminal and civil action for such use of force.
Defensive force can be used against an intruder in a person's home or vehicle.
A person does not have a duty to retreat and has the right to "meet force with force" when attacked where he or she has a right to be.
Excluded are use of force against a police officer carrying out official duties and a lawful resident or owner of a home or vehicle, and a person using force to further an illegal act.
